Perform Quantitative and Comparative Evaluation
 
Perform the following steps
 
Evaluate scenario in a quantitative manner
 A quantitative evaluation is  performed for every scenario with low consensus. This is based on the use of metrics.
Assess the level of agreement of the quantitative evaluation
 The assessment of the quantitative evaluation is done in a similar way the  assessment of the qualitative evaluation was performed. 
Perform comparative evaluation
 A comparative evaluation of scenaria is carried out to select the preferred set of scenaria.
